Microsoft finally launched its tap-to-pay service: Microsoft Wallet.
Joining Apple Pay and Android Pay in delivering tap to pay service.

The Wallet app has now been updated (for Windows Insiders on the Fast Ring, for now) to v2.0.16160.0 bringing the tap-to-pay support.
The implementation is pretty simple, after you add your credit card info, all you have to do is place your phone on the POS terminal that supports tap-to-pay, this will bring up the wallet app and ask you for PIN (or it could using Windows Hello, like the iris scanner on the Lumia 950/XL).
Phones currently supported are the Lumia 950/XL, the Lumia 650 and more to be added soon.

Virginia Credit Union
Microsoft also confirmed that more Banks (Chase, Fifth Third Bank, US Bank...) will be added soon.
You can also ask your bank to support Microsoft Pay too.
This new wallet app will be available to everyone when the Anniversary Update rolls out at the end of July.
